Not wearing a headscarf is the norm among non-Muslims and the norm among many Muslims as well - so the Muslims should quit trying to regulate the individual's behaviour. As long as the Muslims nations will not put their "culture" up for a vote by their own population, they can't claim that it is a cultural practice. It is legislated behaviour, not cultural behvaiour. There is nothing in Saudi "culture" that says women can't drive. Give Saudi women the option to drive, and they will drive. When Saudi men legislate that option away, you have legislated bahviour, not "cultural" behaviour. And in Dubai I don't even buy the argument of some of the locals quoted in the paper that the tourists "must recognize and adapt to our culture". Only 15% of the people of Dubai are local citizens, and the culture of Dubai is one of a huge variety of people getting along together. The local citizen's insistence that the topless tourist adhere to her values is actually against the inclusive, open nature of the culture of Dubai. She's the one not adhering to the local custom of many diverse people getting along harmoniously. Sorry, sweetie, you're in the minority. And when there are prostitutes all over the city, getting upset about a topless Brit on the beach seems a bit loopey.
