Sure, because it's against the law. If it were legal, you would have VERY FEW (I think) women walking around topless in public places because it is against US culture. My point is that you shouldn't confuse cultural behviour and legislated behviour.

US can legalize toplessness in public, and it would still be VERY uncommon, and will remain uncommon for 20+ years, IMO. Not going topless is part of our culture, and just happens also to be a law. Americans are actually pretty damn prude about a lot of things.

Saudi can legalize women driving, and the majority of women will be driving in 20+ year. Not driving is not part of Saudi culture, it is only a law.

Do you see the difference? Culture practices in general don't require laws, they happen naturally. Behaviour which is banned by law in order to prevent it from happening (which it would if it were legal) isn't culture, it's oppression.

Heck, at the club at home topples would result in being discreetly asked to put on a top or leave in a permant way....but then all the members have the good sense,and a good streak of protestant pudor, to know better.
