its the law in most GCC countries that walking around topless is against the law. So I fail to see your defence of this situation.

I'm just pointing out the difference between cultural behaviour and legislated behaviour. Since going topless is illegal in GCC she shouldn't go topless, because it is illegal, no doubt.

Whether she shouldn't go topless because it is against the local culture is debatable. It's probably still true, but my point is that if 30% of women in Dubai want to go topless (I don't know the number, probably less than that, but for discussion's sake), then you shouldn't make the claim she shouldn't go topless for "cultural" reasons.

And I was also making the point that cultures which spend so much time prohibiting activity amongst their population would be better off recognizing that some members of the population don't want their activity prohibited, and would be better off allowing the individual to decide what is and is not right and wrong, culturally, for themselves. If a country HAS TO legislate behaviour in order to prevent it from happening, the lack of the activity isn't based on culture, it is based on oppression.

What percentage of the entire Indian population are seriously offended by Rich Gere kissing Shilpa Sheppy? We all know a vocal minority went ballistic, but does that minority represent Indian culture, or do most Indians think that minority is a backasswards relic from the previous century?
