I agree that it is the responsibility of each guest to be able to communicate well enough to avoid harm; or to provide the resources to achieve the same. I believe it is courteous for guests in America to speak the national language. I still do not believe that every resident should be required to communicate in English all the time.

Absolutely, people who demand an interpreter should be taught to read the sign that leads to the interpreter's office. In most languages it looks like this: EXIT.
