Antifreeze is also a hazardous material under the Washington Model Toxics Control Act. The neighbor could be cited by the Department of Ecology.

I think his/our neighbor's cat died as a result of drinking that anti-freeze too, and she confronted him. He hasn't had anti-freeze out in an open container since.........that I know of. He's not a mean person, and wouldn't kill animals on purpose.......but he's sure dumb.

I really miss Kiki........she was the sweetest cat.
