In Belgium, believe it or not, it is compulsory to vote. [It was 20 years ago when we lived there - maybe they have changed]. Which is of course the most ridiculous idea possible. There are probably stupider ideas, but I can't think of one right now [I mean one which parades around as though it's a good idea]. It's a fairly minimal test of competence to get to a voting place and pull a lever, cut a chad, make a cross, or tick, or some such. Mqurice
