Apparently you missed it. NATO was the first alliance formed to hold back communism. By intentionally weakening that alliance, Charlie helped Nikita. In case you missed it (and you apparently did) NATO was formed by more than just the US and meant to protect more than just the US. I'd say the West Germans, say, appreciated the fact that they were a member of a large mutual defense pact. He was Gaullist because he had an ego the size of France and would cooperate with no one else in HIS domain.
