Traditionally that is exactly what was done. Non English fluent residents would arrange to have younger family members present, or a member of their community would come along. There is no reason why this should be different now. People who are willing to break our laws to be here may not feel the same level of personal responsibility. I don't know.

Part of the problem is that we have government employees who are paid to help people get more free services. Those people are augmented by people EMPLOYED by charities whose roles duplicate those government employees.
