There is a plot just like this in one of tom clanceys novels.... the one with the nuke on US soil.......fortunatly jack ryan prevents the drunken paranoid president from using nuclear weapons in favor of something "smarter". I liked your reply on happyness. re price rigging.....the futures market could be looked at here......ever since the requirement of being able to deliver or accept delivery was lifted, true prices ,reflecting supply and demand ,have been difficult, if not inopportune to calculate. see enron jmho
