Since the colours seem to match her outfits, I would think they outfits and hats are made at the same time. As to whom pays for them, I would suspect the expenses are a part of her being a royal and the British just foot the bill. Don't know for sure, but that would be my guess.

When she's "off the clock" for appearances, she dresses quite normally. If she wasn't the Queen, she would blend in with the locals so far as dress goes.
