I am all for it but i dont think it works out. I would concentrate on somehow making the iraq government legitimate. Maybe i go to the UN. I would try to get authorization for the US/Nato/ to continue the fight against al quaeda. Indeeed we need to concentrate on that. But for that we need sunni support for that within and without iraq. For that we need iran to back some type of three state confederation where oil revenues are split fairly with a great amount of autonomy in 3 regions and 18 states that compose them. I think we should take advantage of the opening syria gave us. To get iranian cooperation, we need to give them somthing in return. Maybe back a carrier group out of the gulf. Nuke discussions on acceptance must not be part of any deal with iran. That is a no-no. I think if all this is done we may defuse the growth of the civil war. I dont know if al maliki will be the man.
