The French deterrent was not taken likely by Moscow. There was always a fear in europe back then that in a pinch the US might blink and not respond to a nuke attack on europe because it would involve soviet retaliaion against US cities. By building the nuke force, de Gaulle eliminated the possiblity of a soviet ruler who might try to make use of that perceived US weakness. Actually krushchev tried to bully JFK in berlin and then in cuba because he sensed weakness. De Gaulle who was schooled in old time balance of power politics saw a need for another deterrent as well as a third way in order to better deal with russia.
