Some 113 million people got an average tax cut of $2,216.

i wonder how the average tax cut amount was arrived at? for example i experienced about $60. tax cut , does that mean there are large numbers of retired people who fell well below the average tax cut but because those in the top 1% or higher % got such huge tax breaks the mean becomes $2,216.per person

I wonder if ibd could publish the average tax cut in dollars, by million people, by tax bracket, so we could be more objective in what the tax cut meant to the population.
