Hmm. I think both of those measures aren't really a constructive start. Ethanol ultimately isn't the way forward and coal to liquid is is almost as dirty as oil production and consumption. The real step will be when they assess the cost of carbon emissions and add that cost back to businesses as a tax. Then the right technologies will emergy: more than likely wind, hydro, solar, and nuclear to generate electricity, and 100% fully electric cars to use it.
