If you want a 6 or even three party system, you have to change our election system. Its not just a matter of eliminating specific rules the big parties have pushed through for their own advantage (although that would probably be needed as well), you would also have to have some form of proportional representation in congress and in state legislatures.

That is if you want the parties to have any impact. But obviously a "6 party system" with 4 meaningless parties isn't what your after, and if it was we pretty much already have it (except their are more than 6 parties, add Right to Life, Socialist, Socialist Workers, Natural Law party, and probably others to your list of 6)
