Yeah, I think Condi is sort of the "public scolder".

She tells Mubarak in Egypt to open up the system there to democracy. THEN behind the scenes we give Mubarak a few hundred million more to secure the status quo.

She publicly rebukes Putin, but then behind the scenes we reassure him that we really appreciate his help on Iran.

Condi really doesn't say much about Saudi Arabia. I wonder why???
