I don't know why the senate has to make this iraq spending shlt so difficult. Just put an optional 1 dollar contribution box on the TAX return for iraq spending. Like the 1 dollar political contribution. You spend whatever money you have. That's it....Simple. eg. Would you like to donate 1 dollar to the war on terror? <>YES <>NO.
