I do not know what Bush wanted to do about Iraq prior to 911. I figure he had an abundance of contingency plans that involved war with Iraq; and I suspect he was, as you put it, predisposed to war with Iraq when he came into office. I don't, however, imagine that it was a firm commitment and I have no way of knowing if his emotion about it was gleeful... I highly doubt the 'glee' factor, for reasons already given.
