Since when did the difference between a Turion (or A64) and a Sempron primarily become power related rather than performance related? Obviously the Sempron comment was about performance, not power savings.

It's like saying Brisbane is the new dual-core Sempron for the desktop. Brisbane performance is so far behind Intel's Core 2 Duo that Brisbane prices have fallen to where Sempron prices were last year. Intel won't be standing still on performance/watt either with the move to Penryn. More than likely AMD's power saving features will be given away for free just to keep what market share they have.
