It probably indicates the opposite. I do, nevertheless, believe that Israel deliberately leaks false info about their nuclear capabilities. I think they do have the nuc but in a primitive low grade form. The reason I believe this is because the international monitors have sophisticated geological equipment throughout the world that would have picked up any of their detonations during the development. So it leaves them with primitive untried developments. I think they exaggerate in order to intimidate their neighbors and keep the world guessing--simply another form of extreme chutzpah.
