LOL; the Peak Oil 10% solution to auto emissions; less gas available to burn, less burned, less CO2 output put out. And we get there by doing nothing but studying the problem for 20 months. Such a deal.
Of course, any doofus seriously working on this would say, "Pass California's rules and I'll sign them tomorrow."
