Nonsense.

Authorization was not needed. Had it been it was already provided by the earlier resolution as I've shown.

In any case given your opinion of GW, why would he care about violating the charter? If he is going to do what he wants anyway, what's the UN going to do to him? The only reason for him to care about the opinion of the UN, is that it could have an impact on the opinion of Americans, and the opinions of other countries. Or in other words just as I said "For reasons of international, and perhaps to a lesser extent domestic, politics".
