It doesn't imply that the cores are 99.999% the same, and it would be silly to do so if it did. Different K8 cores are far less then 99.999% the same as each other, as you have different steppings, and changes in process and transistors over time.

Also even if the cores are very similar that doesn't mean there isn't significant changes in the chip. The chip and a core are not synonymous.
