My concerns are that your '#1' (from your post) ain't likely to happen... that there is nothing in the proposed bill to reduce incentives for employers to hire illegals (no provision for government certification of status, no serious penalties at all), while the bill plans on seriously increasing BOTH work visas (50,000 increase each year) and adds a 1/2 million 'guest workers', while doing next to nothing to see that the southern fence is completed (in fact, slows it down even more....) I'd say that it seems like a big, wet kiss for the nation's business who want to hire low-wage illegals and semi-legals. And, it also would punt the problem down the road (past the 2008 election) so that the campaigners won't be troubled too much by complaints from the public. :-) In it's present form, it probably will produce results just like the Reagan era 'final' immigration reform amnesty bill did --- it is likely to INCREASE, not decrease, illegal immigration... and it is likely to put additional downward pressure on wages in America. (Very 'business friendly'.) (That said... that is how I think it shapes up in it's present form. I'll acknowledge that there are some good elements necessary for a solution of the problems caused by illegal immigration in the bill now, but not enough to work as advertised. I'd wager that it is maybe 75% of the way towards being 'feature complete' for a bill that actually COULD solve the problem....)
