That statement wasn't in the period of time you where talking about, it was in 2002 not 2004, and was not about the insurgency. And his statement was correct.

"He said the U.S. military is stronger than it was during the Persian Gulf War, while Iraq's armed forces are weaker.

"Five days or five weeks or five months, but it certainly isn't going to last any longer than that," he said. "It won't be a World War III." "

The conflict with the armed forces of Iraq, with the organized regime under Saddam was over pretty quickly, so Rumsfled's statement was correct. His failure to anticipate the insurgency can be held against him, but it doesn't make his statement false.
