So why aren't all these Pal refugees could relocated to the WB? Lebanon doesn't want them, and it makes a lot more sense for them to be there than Lebanon. Israel would allow all the Leb Pal refugees to relocate to the West Bank and Gaza?

Because "Palestine" doesn't exist, Arafat having turned down the deal in 2000. He threatened once or twice to declare Palestinian statehood anyway, but chickened out on it. After all, lots of countries would recognize Palestine at once, and if it became an internationally recognized country it might have to play by internationally recognized rules, such as not being able to shell its neighbor with impunity or near-impunity.

Certainly, the Palestinian leaders don't want the Palestinian refugees resettled in the WB or Gaza. That would defeat the purpose.
