Any warfare is about winning. Guerrilla warfare keeps your hope for winning alive by making it much harder to fully defeat you.

In the end, people fighting to restore a dead regime, are "dead-enders", unless they ever have a serious chance to restore that regime. The Baathists are dead enders. Depending on whether you consider the Al Qaeda types as trying to impose something new or not you could argue that they are dead enders too (unless you think the caliphate really does have a chance)

They have killed more US troops YTD 2007 than in any previous year.

They haven't killed more US troops in 2007 then in previous years, and even if they had, that says little about them being dead enders or not. "Dead enders" doesn't mean "totally impotent".
