Part of the problem is that some of the solutions are not all "feel good" stuff that the candidates like to promote. Raise taxes on gasoline to make a permanent high price? Your opponents are going to nail you on that one.

One of the things I liked about the article is he is the first person (outside of me) that I have seen propose tax credits for high mileage vehicles. "The revenue from this levy could be used to pay for tax credits for fuel-efficient autos." Giving significant tax credits for the purchase of vehicles that get better than 40 MPG would do more to improve fleet average quickly than anything else we could do. Coupled with either high taxes on the purchase of gas guzzlers, or permanently high gas prices and we would see an immediate effect.
