The president made two mistakes in his initial decisions about his cabinet and agency director levels of which I have some knowledge.

First and worst was Tenet for his agency's failure in connection to 9-11.

Second was Mineta as Secretary of Transportation. Mineta policy favored a close screening of white grandma airline passengers over a screening of someone who was or looked middle eastern. Brilliant!

Both were clinton cronies capable of turning on the new president. See Tenet's book.

Neither had any significant "hands on experience" in their field which hindered versus helping our country in a very critical phase before and after 9-11.

I'm not sure, but I think GWB is the first modern day president to carry over high level officers from an opposing political party to his administration. Not my idea of smart.

There is one exception that comes to mind is FBI Hoover. Of course, he knew where all the skeletons were hidden. Probably, part of the rationale why Robert Kennedy disliked him so.
