By giving Bush funds for Iraq through September, no one can say they kept the surge from working.

When September rolls around, the surge hasn't worked and Iraq's politicians are as divided and useless as ever, the entire onus will be on Bush to make a case that he deserves yet another round of funding.

Congress will be in the catbird seat with much more leverage to insist on a plan to draw down and get out at that point.

It's a smart strategic move even if the Dems take short-term flak from the impatient among them.

It is clear to me that we will be in Iraq for decades (refer to: bases, enduring) and that the talk about troop withdrawals is so much political theater.

A more realistic debate would be as to whether or not to withdraw from the mean streets into our permanent bases.
