(That's pretty funny on a *lot* of levels.... :-)

First of all... NO, he's trying to turn Eastern Europe and the nations of the former Soviet Empire (the foreign policy area he *most* focuses on) into free, Democratic and Capitalist nations more like the United States then the other way around. <ggg> That is his goal for them. (He also wants America to remain true to it's Constitutional founding. That is his goal for us.)

(REMEMBER: He's got a bit of a problem with France. <g>)

And lastly, though parenthetically, France ain't anywhere near "third world status". Nor even "second world". They are firmly ensconced in "first world" status. For, if you were to use economic measures which resulted in France being called "third world", then most assuredly the United States would fall into that classification also.

Likely there wouldn't even be ANY countries left on your list that you could call "first world"!

(Well, maybe Switzerland or something. :-)
