Seems to me that the governmental framers of the debate have failed to make this distinction clear to the masses.

I agree but it's also the case that the political class knows the voters will quit worrying about Iraq when the US military death toll goes down. Bases would do the trick so long as the sitting Iraq government is sufficiently pliable.
