I never said anything about the guy's 'intelligence'... but the description "empty bumper sticker slogan", IMO, doesn't seem all that far from the hard, cold truth.

ANY policy that falls to achieve stated strategic goals so clearly... resulting in the steady rallying of greater and greater numbers of enemy against you, greater and greater expense and death on your own side, that *fails* to act effectively against the centers of the problem (Sunni Whabbism, Pakistan and Saudi Arabia), that avoids the sanctuaries of the opposition, sucks-up to perfidious 'allies'... and yet keeps such cool media-friendly and campaign contribution eliciting slogans in wide use such as "W.O.T.", might, just might, be fairly described as an "empty bumper sticker slogan" strategy.

(Though, I would suggest that equal portions of 'Potemkin Villages' play into the approach, as well.)
