Sure sounds like a lot of conspiracy theory here. As a voter I sure want to know that people are not voting illegally. In campaigns, undeliverable mail is routinely returned with either no forwarding address or the new address attached. Both parties check voter records to see if the people are alive or deceased to assure that there are no tombstones voted-----i.e. false identities or have moved out of precincts within a given period of time. This is as it should be. So if this is what caging is then fine do it. mj
