One last and then I'm off, Steve. You might do a wikipedia search on Nozick. As I recall, one of his concepts was of a minimalist state, did only defense and police. I think it was called the nightwatch state or the nightwatchman state, some such. The serious arguments with Nozick, as I recall, begin with whether the state should be responsible for education. I'm not certain about that. I think he supported the state doing infrastructure stuff--highways, etc. Who should do hospitals? What about state protection for the right to organize? Etc.
