So a 51% local majority in Alabama, for example, should be able to dictate how everyone in the state lives, with no recourse to federal rights for all citizens?

You fear federal intrusion where I want federal protection from local yokels. The Texas Republican Party platform is specifically opposed to the separation of church and state. The only thing stopping them from running amok is citizen recourse to the federal court system. That's also how they integrated schools.
