Brasilia - Brazil on Saturday criticized the selection process for leaders of the International Monetary Fund and World Bank, which is in the process of choosing a new head after the ouster of its president, Paul Wolfowitz.

Brazil's Treasury in a statement urged an 'open and transparent process, without restricting candidacy to one nationality.'

By tradition since the two development banks were established, the United States picks the head of the World Bank and Europe chooses the IMF leader.

'At a time when the legitimacy, representation and efficacy of the World Bank and IMF must be restored, it would be lamentable if the election of a new president ... was not based on the merit of the candidates presented by any member of the institution,' the Treasury said.

Wolfowitz will leave as president on June 30 after being mired in an ethics scandal that involved a hefty pay-increase for his girlfriend when he took over the bank in 2005.
