What effect do you think it will have for Iraqis to see what can be expected from radical power seekers vs a government bound by constitutional laws forbidding cruel and unusual punishment?

If there is no clear distinction, why would they choose our idea? If there is a clear distinction don't you think they would overwhelmingly choose a democratic and just government.
