"Start to break" doesn't imply anything about "last throes".

It does imply something that you don't believe, that we will eventually have success in Iraq, but not that the success will happen soon, only that a step has been taken in that direction. If many more steps will be required, and those steps will take a long time, then Lieberman's statement is not false as long as 1 - Eventually the insurgency is halted or reduced to an insignificant level, and 2 - The surge was at least a small part of that happening. I'm sure you don't think either of those criteria will be true, but even if their both false, so is your implication that Lieberman is saying the insurgency is in its last throes.
