The public has a right not to be exposed to it.

And they aren't unless they voluntarily walk in to the place of business.

It isn't general public exposure, its exposure of people who choose to let themselves get exposed.

they gov has no such right, in fact any rights the gov has were given by the people. We can take the gov rights away, not the other way around. But that's the difference between us CITIZENS and you SUBJECTS
