By their actions. Also if they have heavy armament they probably aren't so innocent. (But merely carrying a rifle doesn't show anything). Which does mean that its complex. My point was that it is complex, and you can't shut off the border simply. You could try a "shoot everything that crosses the border policy", but if you do you will shoot a lot of people that shouldn't have been shot (at least at first, they might stop trying after you kill a bunch of them), disrupt the lives of many more people, and still don't completely shut off the terrorist's supply lines (although you would degrade them)
