I don't think you have a lot of parliamentary tours, but they don't stay in the parliament building all the time, and I doubt they all live in the green zone. In fact I know some do not. More importantly the Iraqi government isn't just the parliament. I don't know how many people work as part of the Iraqi government, but the US has millions of federal employees, while only 535 of them are members of congress.
