No, this would be a known unknown.

In other words we know enough to know the question, but not enough to know the answer.

"Unknown unknown" is perhaps clumsy phrasing, but I'm not sure I can think of a better short phrase. Its when you don't even know enough to ask the question, something that you don't even realize is an issue to know anything about. Maybe extreme examples will give you the idea.

The number of years before the sun becomes a red giant, was an "unknown unknown" to Abraham Lincoln. Its a "known unknown" to anyone with a basic level of knowledge about astronomy today. (We have a good idea, but the estimates aren't exactly precise)

The passenger capacity of a Boeing 747 was an "unknown unknown" to cavemen, or to participants in the Revolutionary War. The exact capacity is a "known unknown" to me, but its something that I could find out very quickly if I cared to, and I do have a general idea. And its not an unknown at all to the airlines or to Boeing.
