The top American commander in Iraq has drafted a plan that projects sharp reductions in the United States military presence there by the end of 2007, with the first cuts coming this September, American officials say.

Hallelujah! Hallelujah! The September projections finally come through! We're saved at last!

American officials emphasized that any withdrawals would depend on continued progress, including the development of competent Iraqi security forces, a reduction in Sunni Arab hostility toward the new Iraqi government and the assumption that the insurgency will not expand beyond Iraq's six central provinces. Even so, the projected troop withdrawals in 2007 are more significant than many experts had expected.

Of course! Of course! But what a breakthrough! Thank you, General Petraeus!

General Casey's briefing has remained a closely held secret, and it was described by American officials who agreed to discuss the details only on condition of anonymity. Word of the plan comes after a week in which the American troop presence in Iraq was stridently debated in Congress, with Democratic initiatives to force troop withdrawals defeated in the Senate.

So true. So very true. But General Petr... hey, wait a minute.

General Casey? That guy was fired already! What's the date on this article, anyway?

Ah. This is from last year! My bad.

"The [Iraq funding] bill contains a plan to establish 18 benchmarks. It's sort of like punishing your child by saying, 'If you don't get your grades up, you are grounded---unless, of course, you would like to go out. And by the way, you are grading yourself. And I keep the pot in the silverware drawer."

Atrios keeps a calendar so the rest of us don't have to:

Maliki, Nov.30:

AMMAN, Jordan - Iraqi Prime Minister Nuri al-Maliki said Thursday that his country's forces would be able to assume security command by June 2007 — which could allow the United States to start withdrawing its troops.

"I cannot answer on behalf of the U.S. administration but I can tell you that from our side our forces will be ready by June 2007," Maliki told ABC television after meeting President Bush on Thursday in Jordan.

Awesome! Now we can get the heck out of there.

Useful idiot Lieberman sees "progress" in Iraq :

Wearing a pair of sunglasses newly purchased from an Iraqi market, Sen. Joe Lieberman (I-CT) said yesterday: “Overall, I would say what I see here today is progress, significant progress from the last time I was here in December. And if you can see progress in war that means you’re headed in the right direction.”

But the US soldiers stationed in Iraq don't:

U.S. soldiers contronted him with a very different message: “We don’t feel like we’re making any progress.” The soldiers wanted to know, “When are we going to get out of here?”

But then what do the soldiers in Iraq know about Iraq?!
