Yes, it was very clear. David McKay, Bush's own man, reported that there were no WMDS. I don't think he said that that way, and if he did it would be technically incorrect. But there certainly where not stockpiles of WMD. He did say it exactly that way and if you are questioning his conclusions, then come up with the FACTS that contradict those conclusions. What terrorists did Saddam have ongoing relationships? Saddam definitely paid for suicide bombings. And there is some indication of training terrorists.
