so a group in congress can be racists if they are a small group? what is the black caucus? 10% of the House ?

It might pale in significance to other groups, but it does indeed have influence, and it is made up of US congressmen. If exclusion based on race is an undesirable thing (and I strongly agree that it is), then there is more reason to condemn it in members of congress, who have positions of power and respect, and who get paid through our tax money, than there is to condemn it in some bar owner (although the bar owner's racism and racial exclusion should be condemned as well)
