It would have to be coupled with other restrictions. I agree that the local governments have seen a windfall... and prop taxes should be lowered. Modestly... government services are important for a lot of reasons.

Say my taxes are $3k (because of SOH) and my next door neighbor is $5K. Eliminate the SOH and we both pay maybe $3750. That's a 6% net reduction in taxes... the local governments can't bitch too much since their revenue has about doubled in the last 5 years. Yeah my taxes go up but my house is more marketable and I can downsize without taking a tax hit on the new house/townhouse. The RE market picks up because taxes are 25% lower than now.

There are huge consequences to eliminating property tax and putting it on sales tax. Huge. Don't want to go there.
