I'm more for the belief that any average citizen ought to be qualified for government service.

The notion that you need a collegiate pedigree and governing/legislative experience fosters elitism. You don't get elected unless you're part of the "in crowd." I don't like that, but maybe that's just because I grew up as a geek in high school.
