When it comes to really big money — for wars and tax cuts — Mr. Bush wants more, not less.

Tax cuts aren't government spending at all. And Bush isn't even pushing tax cuts at this point. He's trying to avoid tax increases to rates similar to what they where before the cuts he pushed through earlier in his presidency. Maintaining the current tax rates, isn't cutting taxes.

And the war and tax cuts are only "middling big money" as far as the government is concerned. The really big money is in entitlements, which not only have the lion's share of spending now, but which have, and will continue, to steadily increase as a share of federal spending.
