OK. Maybe he made the statement in to strong of terms.

But the point behind it is still true even if the statement itself is false. Not approving a safe and effective drug can be just as damaging as approving a drug that isn't completely safe.

Government bureaucracies are more likely to get in serious trouble (as opposed to merely being the target of ineffective griping), if they allow something that turns out not to be a good idea, then if they forbid something that would have been a good idea. Thus you have a bias towards over-regulation.
